Why is electricity cheaper in some countries than in others?

For example, tariffs in Norway and Canada are low, while in Germany and Japan they are among the highest in the world. How can this be explained? What role do government subsidies, geographical location and market characteristics play?

The difference in rates is explained by geographical location, resources, taxes and government policy. In Canada and Norway, prices are low due to hydropower, while in EU countries, prices are high due to taxes and investments in renewable energy sources.
